The California State Water Project (SWP) is a water storage and delivery system of reservoirs, aqueducts, power plants and pumping plants extending more than miles—two-thirds the length of California.. Planned, constructed, and operated by the Department of Water Resources, the SWP is the nation’s largest state-built, multi-purpose, user-financed water project. The reason is that water has a greater specific heat than most common substances and thus undergoes a smaller temperature change for a given heat transfer. A large body of water, such as a lake, requires a large amount of heat to increase its temperature appreciably.

What is a water right? A water right is authorization from the state to make use of water—either surface water or ground water. Since , state law has required issuance of a water right before using surface water.
